Research On The Establishment Of Early-Warning System Of Technique Barriers To Trade In Beijing

While WTO advocate the trade liberalization, also allows members to use some reasonable trade protective measures under the legitimate principle to protect the benefit of native or native area. Therefore, in recent years, WTO while obtain the success at the aspect on reducing the tariff, the protective measures in the international trade have had a bigger change. With maintaining the import and export management order, protecting domestic consumer's benefit, protecting ecological environment, the life and health of human beings, TBT has became a new trade protection method. TBT has brought enormous briberies to our country and other developing nations'foreign trade, has became one kind of the most covert and difficult trade barriers to deal with in the international trade. Under this kind of circumstance, how to avoid the influence of TBT and most reduce loss of the exporting product becomes the topic which the domestic and foreign scholars most pay attention to. The practice proved that, establishes a set of effective early warning mechanism on technical barriers to trade, may prevent and reduce, even eliminate the loss which the technical trade barrier brings.This article takes the research on the establishment of early-warning system of Technique Barriers to Trade in Beijing as the research object, mainly carried on the research from following several aspects.First, aim at the risk of technical barriers to trade, promulgates the theory root which it produces, to obtain the explicit cognition and construct the foundation of the early-warning system of technical trade barrier risk. This article introduced several methods——Price-Wedge Method, the Cost Analytic Method,Gravity Models and Index Evaluation Method,on how to weight the loss of technical trade barrier in domestic and foreign at present in details, carry on a comprehensive comment to these methods'use and flaw, to explore the new risk assessment plan in this article's research process.Secondly, this article in view of the former technical barrier's early-warning research, value database construction, lack mechanism construction, conduct the discussion research on how to construct the management foundation and the organization arranges in the early-warning mechanism of technical barriers to trade, in order to overcome the phenomenon of appearing briefly and lacking the long-term effective; On the aspect of how to carry out the monitor and early-warning notification of TBT's risk, this article commences from the early-warning mechanism's movement process, choice the most effective suitable solution; In view of effective weight and appraisal the technical barrier's risk, this article constructs the TBT risk assessment index system from four angles both macroscopic and microscopic; By describing risk index in simulation and quantitative, using analytic hierarchy process (AHP) and misty mathematics complete the synthesis appraisal on TBT risk's degree; And take Mechanical-electrical and high-tech industry in Beijing on which the TBT's influence day by day serious, to examine the feasibility of this risk assessment system synthesis achievement.Finally, summarizes the full article.
