Study On Property Right Optimization Of Water Resource In Western China

The foundation on controlling water resource shortage issue is not comfortable, but surviving. At present, global economy has already entered fast-developing stage, meanwhile question of our water resource shortage is worsening constantly, which has already caused us extensively to pay close attention to that the develop with economy in harmony to the ecology. In the vast western region of our country, the question of water resource shortage and lagging behind economic development is more outstanding. Problem of water resource shortage is worsening constantly, which is restricting western economic development seriously. The settlement of the water resource crisis needs to introduce more economics theories urgently, let it be developed in choosing. Property right theory, that has revealed its might of theory and practice day by day in recent year, have played a very important role in the field of environmental protection. So, we should use the analytical method of the property right, design the policy system in order to optimize the property right of water resource to the water resource shortage question of our country especially the western region, increase the environmental protection performance, and support the western ecological environment to rebuild. The full text is divided into 6 parts altogether; main content and view are as follows:The 1st chapter is the introduction. This chapter is having mainly explained the background purpose and meaning of the selected title, compared domestic theories research of water right system and water right market with international ones, explained thinking and method studied, and the innovation of the thesis.The 2nd chapter is water right and water right system. Firstly, this chapter mainly explains relevant theories of property right, including the basic concept of property right, property right theory and property right function; Secondly, this chapter have expatiated water right and water right system, discussed the concept, composing and meaning of water right, then explained the infection of water right to water resource protection.The 3rd chapter is current situation of the water resource shortage and existing questions in the western region of our country. This chapter has explained the state of the water resource in the western region in short at first; then has analyzed the cause of the water resource shortage in the western region, including the abuse question of the water resource, use structure and efficiency of the water resource; and then has pointed out water right system existing problem of western region of our country, including water resource usufruct is unclear in definition, the current water right system can't form the trade, the legal system of the water thing is incomplete, the water resource lacks effective and unified water administration, the current water right system has not encouraged the water-saving mechanism, assign the mechanism to be unreasonable in water yield of the trade.The 4th chapter is project of optimization of the water right in the western region. Firstly, this chapter expatiated the general establishing principles of water right system; secondly, this chapter explained the disposing mechanism of water right from three respects: principles, objects and models of disposing initial water right; thirdly, this chapter explained the circulating mechanism of water right market, including foundation of water right market and exchanging modes of water right market; and then explained the managing mechanism of water right market, involving four parts: managing content and object of water right market, management of distributing market and exchanging market of water right; finally, put forward rational methods of fixing a price for water right based on real options.The 5th chapter is put forward policy advices and countermeasures of advancing optimization of water right in western China. This chapter has mainly compared the domestic and international water right distribution system and water right trade current situation, and then this chapter puts forward the policy advices and countermeasures in improving water right system in the western region of China from six respects, including: define water right clearly, set up feasible terms of trade of water right and the rule, and corresponding regulator, improve water right system which can be traded in legal system, realize the unified management of the water resource in and the amount of water resource investigated, set up water right, water price and benign interdynamic mechanism of the water supply management system reform, make the water quota scientifically.The 6th chapter is tag. This chapter firstly accounted for the task origin of this text, and then sum up the researching process and status of this text, finally brought forward the researching direction after proposing.The innovation of the thesis includes:1. The exchange in market economy is outwardly materialist transformation and movement of articles, but its essence is trade of a property right, the clear property right is a precondition of the trade. The essence of the trade of water resource is the trade of water right on market.
