Because water crisis is very serious, using and protecting water resource becomes more and more important. Traditional opinion of"using forever"impacts on using of water resource in our country for a long time, so price of waer resource can not correspond with its value. It is a serious threat to national economic and social sustainable development. In recent years, study on value of water resource become more and more hot. How to control effectively reasonable using of water resource by water price system has become the point that more and more countries in the world would like to focus on. At present there are diffirent defects in the models that compute water price, it must be advanced and modified.This paper reviews present state of water price study and introduces relative theory of water pricing, then studies and discusses hard on water pricing model that bases on sustainable development theory. So it is recommended that using total cost pricing method based on sustainable development theory computes and evaluates water price. At the same time, this paper analyze mechanism of water price forming, puts forward that water price should involve resources price, engineering price and environment price.System of water resource value is a complex and fuzzy system, and it'coupled with syetem of social, economical, natural and water resource, so it should be evaluated by fuzzy mathematics. This model considers syntheticly all kinds of factors that influence value of water resource, it is more practically. The water resource value in Tianjin City has been calculated by an established fuzzy mathematical model with evaluation factors such as water quality, water resources quantity, population desity and per capita gross domestic product according to the real situation of Tianjin City.System of water resource value is a"grey system", therefore grey system theory can assess water resource value. The water resource value in Tianjin City has been calculated by grey clustering method and hierarchy analyses method that ascertains every weights of effect factors in water resource.Water resource value calculated by two method is separate 3.356(¥)/m~3 and 3.45(¥)/m~3 . At present the average price is 3.4(¥)/m~3 , so water price still has a rise space. The two methods are proved further to be reasonable and practically, the result calculated has reference value for water price revolution in Tianjin City.
