A Study On The Policies Of Direct Allowance Of Corn

With less land to grow corn and less comparable value of corn, in addition with slow advance of corn flow system reform, the direct corn allowance reform is put on schedule. Direct allowance of corn, is substitute of indirect allowance of corn to peasants through protected corn sale price. According to those early policies, odd corn would be received by state-owned enterprises that could be offered the main corn allowance, which causes some effects. But it gave corn growers little value because of too many steps of allowance distribution, with low allowance effect.Those policies of corn allowance of China were established in plan economy system era in the end of 1950s, coming from the period of allowance to corn enterprises operation and sale cost, allowance to circulating of corn enterprises, to allowance to state reserve corn and corn risk fund, and direct allowance to corn growers. Although the present corn allowance policies gains some effects, its structure, operation mode and other correspondent solutions is necessarily adjusted.Design of corn allowance policy is a comprehensive systematic project, with strong policy effect and difficult operational management. It is a critical topic for our country's corn flow mechanisms to adjust country agriculture allowance in a complicated world background, prompt national agriculture development, protect lowly efficient agriculture industry, reduce corn growers'burden and increase their incomings. This article mainly deals with the analysis of effect of our country's corn allowance policies, based on the research of the policy background, theory reduction, social experience evidence and goal expectation. In the end, some ideas and approaches are put forward to optimize corn allowance policies with consideration of our state circumstance and WTO's correlative regulations.
