On The Governmental Responsibilities In Narrowing The Gap Between The Rich And The Poor

The gap between the rich and the poor is the most important problem to be solved urgently for China. It is the top issue of people's livelihood and obligatory responsibilities to narrow this gap effectively for Chinese government. In this paper, with the real problem of "China's growing gap between the rich and the poor," using the basic political science theory and basing on the summary of the status quo of the current gap between the rich and the poor, I try to analyze the root of it, define the government's role and responsibilities in narrowing the gap between the rich and the poor and arming at the lack in the process of the work, put forward the relevant countermeasures and suggestions to the government.Firstly, the paper parses and defines the core concepts of government's responsibility and the gap between the rich and the poor. I believe that the poverty is a life situation that the weal living resources, political, cultural and social resources owned by the certain members of society lower than the most basic standard identified by specific community. The gap between the rich and the poor is the difference degree of possession of material and immateriality resource such as political, cultural and social between members of the community in a certain periods. "Responsibility" has two meanings: firstly refers to the national executives directly manage the whole country and social affairs duties and obligations for the realization of the national will, mission and the interests in a certain historical period, according to the need of economic and social development, namely the Government's role in the country and society, common functions and obligations. The government ought to do it well. Secondly, the duties are the guidelines that the government ought to abide by. Reigning in accordance with the law is the cause of government running their duties. The government should assume responsibility of the fault if it does not do its duties well. I.e., if government agencies and their staff do not carry out their duties seriously or disobey the law duties or infract the people's liberty , rights and interests in the cause of running their authorities, they should be blamed and assume the relevant responsibility. Based on respectively expounding thecorrelative concepts and theories of the gap between rich and poor and the government's responsibilities, proposing the conclusion in emphases that polarization between the rich and the poor is the essential characteristic of a class society and narrowing the gap between the rich and the poor, taking the road of common prosperity is the essential characteristic and the superiority of the socialist society, which lays the theoretical foundation for further embodying the conclusion of the government's functions in narrowing the gap between the rich and the poor.Secondly, the paper separately gives a more detailed exposition on the government's responsibilities in growing gap between the rich and the poor from the views of social justice, the socialist system and building a harmonious society, pointing out the view that narrowing the gap between the rich and the poor should be the necessary requirement for social justice and building a harmonious society. These three aspects are of progressive relationship and in-depth levels, laying the theoretical foundation for the research in government's responsibilities and the appearance of the lack in narrowing the gap between the rich and the poor for the paper.Thirdly, the paper carries through a more in-depth analysis on the current status of the widening gap between the rich and the poor in China at present and the reasons of it. Mainly starting at the status quo of the gap between the rich and the poor, according the regional disparity, the gap between urban and rural areas, the income gap among urban residents and among rural residents, the paper analyzes systematically China's current status and characteristics of the gap between the rich and the poor. I consider that the gap between the rich and the poor appeared in the process of industrialization, modernization and urbanization of China, an abject poverty backward country, appeared in the country's sustained, rapid and strong economic and social development, in the situation of urban and rural residents' general living improvement. It is the implementation of the polity of prior prosperity, the gap between the prior and the common, and it is a provisional gap. China's gap between the rich and the poor is mainly from the gap between urban and rural areas, which closely bears on "urban-rural dual economic structure"; the gap of the residents in the different area influences effectively the gap between the rich and the poor. On this basis, the papers analyses deeply the objective and subjective, historical and current reasons which led to the current status of the gap between the rich and the poor, and emphasizes that its direct cause is the social structure transformation from planned economy to market economy, which offers a logical starting point for the next chapter in which the Government's lack of responsibilities. Fourthly, the paper separately puts out a systematic and in-depth analysis on the government's lack of responsibilities in the current widening gap between the rich and the poor and the reasons of it from the views of Chinese government's economic regulation, market supervision, social management and public services, from the views of political responsibility, legal responsibility and moral responsibility for the administrative responsibility. I concluder that during the changes in the economic system, on the background of alternating of the old system and political reform's lagging behind , due to the reasons of inertia of the old system, some officials qualities of their own do not adapt to the need of the new situation of reform and opening up, even violate the law and discipline for self-interest, and some problems such as offside, dislocation and insufficiency are in the cause of discharging their duties and the administration according to the laws. The lack of government responsibilities is not conducive to narrowing the gap between the rich and the poor. This is the foundation of the next step of this article putting out the government responsibilities in narrowing the gap between the rich and the poor.Finally, combining the current actual situation, the paper separately puts forward the government's functions and duties in the cause of narrowing the gap between rich and poor from the government's economic regulation, market supervision, social management and public services. I believe it is necessary to further strengthen and improve the government's macro-control functions in the duties of economic regulation performance and the safeguarding social justice, a reasonable distribution pattern of adjustment of the national income, a perfect taxation mechanism, establishing a right social security system, implementing an active employment policy, trying to narrow the gap between the rich and the poor; it is necessary to consummate economic system, exerting basic effect of the of the market resources allocation, speeding up the formation of a modern, unified, open, competitive and orderly market system, dealing with the relations of government and enterprises exactly, pulling off separating the enterprise, the public institutions and market intermediary organizations from the government, mainly using economic and legal means in managing economic activities in accordance with the law, establishing a right social credit system, enhancing intendance and management of the principal part of the economy to avoid to be in pursuit of maximizing the benefits, thus neglect and breach the public interest. The market primary distribution should not only focus on efficiency, but also on equitableness, thus can achieve organic unity of a fair market and efficiency and have a good. We should grasp the he balance of the relations of "loose" and "tight" to promote the development of market economy. To fulfill the social management responsibilities, it is necessary to further strengthen social management, reduce administrative costs and improve social management efficiency, increase assistance and standardize, arming to promote the normal development of the third department and conforming the social relations, maintain the balance of the rights and interests between the strong class and the disadvantaged class, prove interest expression co-ordination system, protect the legitimate rights and interests of vulnerable groups, thus promote the social harmony; to perform the public service duties, it is necessary to further transform government functions and establish a public-served government; according to China's national conditions, we strive to form a suitable model and system of public service a, increase steadily government's expenditure on public services, expand the coverage of public services, strengthen the public services in rural areas and the public health system to meet the most of the citizens' basic public requirements and some of vulnerable citizens' survival requirements, thus realize the equalization on basic public services for all the people.Emphasizing in particular, I think the crux of the problem is the solutions of farmers in the western region in solving the gap between the rich and the poor, in the final of the paper, I have put forward specific suggestions fully and accurately in the views of the rural areas education, rural labor transfer, migrant workers and land-lost peasants in the hope of a certainly virtual significance for China's narrowing the gap between the rich and the poor.
