Nowadays, the mobile communication develops very rapidly in China. Up to the end of 2006, the number of Chinese mobile users has totaled to 461.08 million. It's bigger than the number of fixed-line users. While the revenue of fixed-line service decreases rapidly, the mobile communication will become more important.As many kinds of mobile services boom, the operation of mobile services is becoming more complicated. The success of mobile service needs the cooperation of all the participators, such as telecom operator, vendor, SP, ASP. All these participators form a chain, called value chain. How to locate in the value chain and cooperate with other participators in the chain, is the critical problem for mobile operator.The syncretism of Internet, telecom and cable is coming. So many participators will make the value chain evolve to value network, in which every participator is replaceable. How to survive in the value network with so many competitors is also important to mobile operator.3G not only brings higher bandwidth and faster speed, but also tests the management modes that the mobile operators have. How do mobile operators develop better in 3G?In order to solve the above questions, based on the theory of value chains, this paper analyzes the industry value chains of mobile communication in details, and brings forward the author's own views on strategies of mobile operators based on the analysis of the industry value chains in mobile communication. The most important jobs of the author in this thesis are, bringing forward a new industry value chain model of mobile communication, and putting forth a view that the mobile operators should relocate in the value chain of mobile communication industry and some strategies of mobile operators to cooperate with other participators in the chain.
