The global procurement and the global marketing is coming into being. The new economic and information era is coming, and the international specialization is getting more and more prominent. In this condition, so the companies pay more attention to the management of supply chain and the suppliers in order to make strong competence. How to choose the right cooperators and how to classify the suppliers are essential problems.In the 21 century, Chinese telecom industry has made great progress, and at the same time, is facing more complex problems. The telecom operators have to enhance their management and core competence and they are convinced that how to cooperate in the supply chain is important for the marketing maintenance and competition. Supply chain management has been the focus. So this research is focus on the effective methodology for supplier identify and supplier classify.Aims at the telecom operators' problems in the procurement management especially in the supplier management, this research apply the AHP theory to the telecom supplier classifies. In the research, the ponderance and the rivalrousness are added into the integrated estimation and each will be modeling analyzed.According to the quantificational analyze result, suppliers will be identified and classified. And the telecom operator's supplier classify system will be built.This research will support the telecom operators to improve the procurement efficiency and depress the procurement cost in the filiale. It will also be effective in promoting work efficiency for the procurement staff.
