Beijing's economy is at a stage of rapid growth, and GDP growth remained at more than 10%.With the forthcoming Olympic Games, which may exceed 15% of GDP , based on the ratio of energy consumption.Beijing's oil consumption will be further enhanced, the oil supply in Beijing will face a major test.However, the oil reserve system is still in a serious stage of the extensive management, high operating costs there.fuel supply risks and other issues.To address the above problems, this paper presents a virtual framework for the management of oil reserves, according to this virtual management structuredrafted by a virtual reserve management program, and gives the program needs several key model.On paper the application of knowledge to Beijing to explore oil reserves, the study includes :(1) Analysis of the operation on the necessity of establishing an oil reserve(2) analysis on management of the existing oil reserve (3) The oil region virtual management structure,management program, and specific reserves algorithm(4) Commented on the feasibility of the virtual oil management reserves.The paper's innovation :First of all, put forward the view that applying virtual inventory management as Beijing region's oil reserves management.Second ,basing on in-depth study of the oil supply-demand balance and oil prices, in light of Beijing' s oil supply and storage system for the existing problems, With Nash equilibrium game's method of virtual members of the organization of the model, established a federal framework for the management framework of the Organization of Petroleum virtual oil, and using the frame-work developed the Beijing-based virtual oil reserve program.Third , when discussing on quantitative algorithm reserve program, gives a comprehensive model with the use of regular orders and GM (1,1) ashen predictive model of the analytical method and according to the actual situation of the oil reserves amends the factor S and geographic deviation factorα.
