Study On The Investment And Management Of The Social Security Fund

With the increase of demand to social security funds caused by higher proportion of old people and the coverage rate of the social security fund is expanded ,the function of social security funds faces severe challenge. How to increase the social security fund and take precautions against the payment risk that may appear has been already extremely urgent . Now the National social security fund mainly invests in national debt and deposit, emphasize the security , has ignore the profitability .This article will give research on the collection mode, collection channel, operation direction and investment management mode to the purpose of securing the scale of social security funds and realizing effective fund appreciation.In the first part of this article, general theories of social security funds are clearly defined, classified and distinguished from other conceptions.The second parts point out the problems in the situation of the management of collection and operation of social security funds. Because of the mixed management mode ,and in the view of the operation management of social security funds, the narrow investment channels and the non- marketable management mode account for the low operation efficiency of social security funds.The third part introduces the management of collection and operation of social security funds in American, Singapore and Chile, in which the individual accounts, diverse investment channel, private operation mode and so on are worth using for reference. Of course we can't copy them, but combine them with the reality and go along the road with Chinese characteristics.The fourth part is solution. First, raise the social security fund in pluralism, establish the system of perfect social security. Second ,reform and innovate the management and investment of social security fund .Third, strengthen the supervision of social security fund investment.
