Research On The Government Regulation On The Defence Industry

The defense industry is the constituent of the national defense economics, and the important guarantee of the PLA's modernization, and the strategic industry which China must develop. In the 50 years after the PRC's establishment, millions of "national defense industry man" has paid greatly painstaking care for the China's defense industry's modernization, which make our country's weapon product grow out of nothing. We have established a integrated and world-advanced defense industry system. But as the result of the institution reason, our country's defense industry development had walked in a tortuous path, which has hindered the modernization of national defense.The government has acted a very important role in the development of defense industry. Looked from a "regulation" eye, for a long period of time, the defense industry has been strictly regulated by the government in our country. This policy made our defense industry existing among a government protecting environment. It also caused the low efficiency of the defense industry production which cannot satisfy the army's modernization need.This paper is divided into four sections besides the prolegomenon to discuss the reform of the regulation in defense industry。According to the sequence of "theory -- present situation,question - drawing lessons from foreign experiences - reform", the second chapter is about the regulations elementary theory introduction and the economical and technical characteristics of the defense industry. Third chapter narrated the history of the defense industry regulation, the achievement and the questions existed in the regulations. The fourth chapter discussed the world defense industry development tendency and the defense industry's regulations of America, Russia (Soviet Union), and Japanese and we obtained four enlightenment. The fifth chapter is the key one of the article, firstly we discuss the four fundamental principle of the reform; we emphatically discussed the "price regulation" and "entry and withdrawal regulation", and give some suggestions on the reform. Finally is the conclusion.
