The establishment of land use regulation institution was deemed to an importance reform of Chinese land administration institution, the ultimate strategy to protect cultivated land and the criticism of hierarchical-limitation examine and approve institution. So land use regulation was placed great expectations on. How about the performance of land use regulation institution from 1999, the year that new Land Administration Law was been put in practice, till now? This paper taking that problem for the starting point, adopting the methods of normative analysis and experimental analysis, qualitative analysis quantitative analysis, studies the performance of land use regulation institution from economy, society and ecology three angles.This paper starts with deployable characteristic of land resources, recurring to scale of Paveto-optimum, then estimates institutional performance of land use regulation via observing it's Paveto-improving than hierarchical-limitation examine and approve institution. According to this thought, this paper analyses the institutional performance of land use regulation using correlative theories of institutional economics and public administration, and gives initial estimation by practical case, then processes quantitative research via establishing multivariate regression model.The conclusions showing: Land use regulation eased up the press of cultivated land's decrease and protected and economized cultivated land. It increased social equity and ameliorated environment. Land use regulation has accelerated economic development. It also increased land income, and provided public goods effectively, then increased social chief welfare. On the whole, land use regulation institution has positive performances in all the three aspects of economy, society and ecology. The shortage was that there are biggish friction costs and surveillance costs in the course of institution's performing, and the institutional performance was weakened by land illegality and failure of land plan. At last, the paper gives some suggestions aiming at thouse problems.
