For a long time,the scholars and the enterprisers have been putting their focus on the key personnels (20%of the employees), ignoring the other common personnels(80%of the employees),particularly on the first-line workers. Since 2004, the phenomena of the shortage of labors occurred once a year in the district of Triangle Zhu and other inshore districts, which bring out the first -line workers management to the scholars and the enterprisers. The drain of the first-line works brings about a great deal of damage to the enterprises. This paper will discuss the theme of the first-line workers'compensation on the point of theory of compensation. The traditional compensation system has some deficiency when working on first-line workers whose motivity is dried up day by day. Under this circumstance, the total rewards system is gradually emerging. This dissertation will discuss the contents as follows:1. Define the content of first-line workers and analyzing their characteristics; explain the compensation system currently by Alfred Marshall's theory of equilibrium and Scott A Snell's theory of human capital management which can't motivate the staffs. It is pointed out that total rewards system is one way to solve the problem of first-line workers's compensation.2. Introduce the content of total rewards and its researchful status quo by the scholars at home and aboard. Use three theories to explain the feasibility of usage of totals rewards as follows: use the utility theory to indicate that the total rewards can play a maximum stimulant effect of the compensation; use the theory of psychological contract to make out that total rewards is according with the workers'psychological expectation;use the theory of people-oriented management to illuminate that total rewards incarnates the people-oriented management. 3. Sum up the elements of compensation brought forward by SCI company and Gerge T.Milkovich, and base on which classify the elements of total rewards through investigating and using some scholars'advice for reference .4. Deal with the investigative data all-roundly, including the structure analysis, descriptive analysis ,Regression, Correlation analysis, One-way ANOVE. Come to a conclusion as follows: Classify the factor of total rewards for the first-line workers;the first-line workers have a different demands for the compensation factor because of diversity of settings; the first-line workers show positive correlations on the classified compensation factors and the encouragement.5. Clarify the selective differences and characteristics elements of total rewards since the first-line workers'diversity of settings. It is made out that the combination models of first-line workers' compensation factors as follows: family-oriented security, family-oriented risk, career-development risk, career -development security and the medium one. Explain the procedure of the combination models of total rewards when implemented in the enterprise.6. Sum up the paper and give a vista for the total rewards research.
