Safety has long been concerned by the society. In particular in enterprises with high risks such as power-supply enterprises safety is of great importance. With people's gradually stressing on safety, power-supply enterprises have upgraded from the safety management model to the safety and culture management model, with the purpose of strengthening safety management. Safety culture plays the same role in safety management of enterprises as enterprises culture does in enterprises development. The establishment of safety culture in power-supply enterprises is bound to strengthen the safety management of enterprises, making it possible to eliminate all human element accidents.At present, the safety management in power-supply enterprises is going smoothly, but human element accidents have not been yet eliminated completely and the management has not been yet upgraded to safety culture management. Then, the paper analyzes the current conditions of safety culture in power-supply enterprises on the basis of requirement of safety culture, thus pointing out problems in safety culture management, on which approach to establish safety culture in power-supply enterprises are based. Finally, the paper presents assessment method of safety culture on the basis of the establishment of safety culture, with the hope that it is capable of providing inspection standard for the safety culture establishment in power-supply enterprises.
