The Lanzhou Jin'gang tire Co.limited is a manufacturing private-enterprise which is founded for a short-time. The company has the broad ideal and the aspiration. But, the weak enterprise's human resources management is unable to match the company strategic targets. The enterprise must soberly understand and realize to the environment and characteristics which own locates. In order to establish its own core-competitive abilities, the enterprise must strength its management, establish effective motivating-mechanism, confirmed to the actual human resources condition. All this is a safeguard and core which an enterprise can be long-time survived and develop.The core that the Motivating-mechanism succeeds lies in: its thought's rationale is comflied with the current and tendency of the Human Resource Management, conformed to the enterprise's present condition and the demands of the development. The design of the Motivating-mechanism of Human Resource Management should have easy operability and should be effective. Specially, regarding to the core members and important employees, the Motivating-mechanism is the most important role to these people.This article attempts, from theory and reality, to describe and propose a concrete motivating-system which gives the enterprise a developing guarantee. Including theory basis, principle of design, salary system adjustment, performance-review and the diversification of the motivating-ways and so on.
