As the key element of the electronic commerce, system of payment based on the internet has been abundantly developed on the scope of the world. However, because of the kind of the character such as real time and promptly, the bank card has been the general means of the payment in the B2C commerce. Mechanism of payment based on the 3D secure protocol was discussed, ulteriorly analyzed the security of B2C payment authentication model based on trusted third party. It was exemplified that the model was designed to protect privacy information of the participant in the dealing , to reduce perceived risk more and to leads to positive intentions towards adoption of online payment .This essay tries to discuss the methods of setting up internet payment Laws, standardizing Internet payment transactions, improving Internet payment regulations, setting up national Internet payment settlement system, controlling technological and credit crisis, strengthening central bank's supervision by analyzing the existing problems in our Internet payment and challenge the central bank faces, and is to provide ways of finally settling Internet payment problems.
