| With the knowledge economy and economy globalization , regional innovative ability has been the strong propulsion and an important mark of the development of regional economy, that decides the competitive power of a region. Innovation brings on the rise and the individualized development of many regions.Since 1980s,network innovation had attracted more and more attention of the economists in and out of our country as an advanced innovation pattern than linear innovation, the regional innovative network had been known as a typical model of network innovation. Within the regional innovative network, enterprises, governments, universities, research institutions and intermediary service organization coequally form a brand-newly close relation network through collective and interactive study mode on the basis of long-term formal and informal cooperation and communication. The nodes play two roles in innovative activities: themselves'innovation and external innovation through the network. The process of achieving innovation is the process that nodes and relation chain take action as network function. The relation links in regional innovative network build up on the steadily contact established by the exchange of products,services and funds and by the flow and spread of knowledge and information. The environment network elements exist and play role are called the environmental elements of the regional innovative network, including socio-cultural environment, policies, legal systems and institutions and so on.Regional innovation network is particular, synusiologic and interactive, each innovator's role and the strategic space program and spatial planning supply us with specific analytical framework of planning, implement and evaluation, it acts as the source of power of industrialization development. In West China, serious impediments lead to the low level development, operation and management. Lacking distinctive products, technologies, competitive ability and sustainable development ability are the most serious problem facing the West China. Regional innovation network can arouse and make full use of the late-development advantage to achieve great-leap-forward development.Under the background of central government's Western Development Strategy, it is necessary and urgent that completely debugging the systematic obstacles of planned economy by theoretical innovation and institutional innovation, increasing the qualities of governmental decision-making,completing policy system, strengthening enterprise innovation ability, rapid expanding private sector of economics,developing the service industry,perfecting urban system,promoting recycling industries. |
