These days, the fierce market competition has forced enterprises to exploit its available resources to obtain competitive advantages. Human resources-because competitors have many difficulties to imitate-is becoming the sustainable competitive advantage source of enterprises. So it is a common sense that we can improve the competitiveness of the industry through the strengthening of the scientific human resources management.IBM, Microsoft, Proctor & Gamble, Hewlett-Packard and so on are the representatives of the "High-commitment enterprise organization". These enterprises see their staff as the most important asset. They all become the industry leaders. "High-commitment organization"(HCO) takes the high commitment that employees giving to their organization as the core competitive advantage. The achievement of gaining employees' commitment due to HCO's powerful incentive system. Their incentive system as the fundamental competitive source combines the organization and the individual into an organism in three divisions of benefit, business, and feeling. Therefore, the study on HCO's incentive system is significant for improving the competition competence of our national enterprises.The paper takes the means of "reviewing classic theories" to study HCO's incentive system. Achievement as following: (1)HCO takes "high sharing", "high recognizing" and "high attributiveness" as its organization characteristics (2)HCO has eleven characteristics on management style, such as intensive value, partnership climate, transformational leadership and so on. These characteristics involve five sub-system of job, compensation, training and development, leadership and social climate.The paper takes the example of HCO for the enterprises in China to learn from and release the secret of the successes of HCO. In total, there are three parts in the paper:The first part is the preparing work of fundamental theory. It defines the main part of the paper-HCO, reviews the background and the birth of the theory.In the second part, author analysis the organizational commitment of the staff in Chinese enterprises and the relationship of human resources management and organization commitment.In the last part of the paper, as a starting point, author studies the five major incentive system, sums up the "high commitment" human resources management to improve Chinese enterprises organization commitment.
