A great deal of people begin to research the Industrial Cluster in the world in the 1970s. Science and technology developed very quickly in the era of globalization, innovational capability directly determine national and regional competitiveness, Endogenous Economic Growth which is induced by technological change become the mode of economic growth that governments pursue in every country. Hi-tech Industrial Cluster has incomparable advantages compare to other organizations in the respect of promoting national Endogenous Economic Growth. The convergence of Hi-tech Industrial Cluster can lead to technological innovation, and then promote Endogenous Economic Growth. So the research on the formation of Hi-tech Industrial Cluster has practical significance. On the theoretical perspective, combining the research of entrepreneurship and Industrial Cluster, applying related theory, such as Social Learning Theory and Entrepreneurial Cognitive Theory, researching the formation mechanism of Cluster from the perspective of micro-entrepreneurs can further improve the entrepreneurial theory. On the practical perspective, at present our country's economy is Unbalanced, Clustering effect is not prominent, researching the formation mechanism of Cluster has important practical significance in the respect of promoting the formation of Hi-tech Industrial Cluster, fostering regional competitive advantage and innovation.According to Social Learning Theory, the paper brings forward the entrepreneurial decision-making mechanism model based on the Hi-tech Industrial Cluster. In this paper, Hi-tech Industrial Cluster is a special form of industrial cluster, that is several successful enterprises in the some industry cluster in a region, these successful enterprises act as role model, attract more Hi-tech companies and related supporting institutions, these companies and institutions link together because of commonness and complementarity. Leading enterprises set up companies due to some historical reasons, if leading enterprises have succeed eventually and then he would be the model, that is modeling in this paper, imitated entrepreneurs would observe it through some channels. Because this modeling event produce positive effect, imitated entrepreneurs would observe and learn, that is the process of entrepreneurial cognition, and then produce action after stimulating of motivation. In this paper, imitation mechanism is broad, we will measure imitation in some degree, that is the degree of similarity between leading and imitated entrepreneurs.In order to study the imitated entrepreneurial decision-making in Hi-tech Industrial Clusters, this paper first research the factors of imitated entrepreneurial decision-making. Bandura pointed observer would not act after just observeing, it still need motivation. So one action has two aspects, cognition and motivation. This paper respectively discusses factors and structure of entrepreneurial cognition and structure of entrepreneurial motivation. Main factors of entrepreneurial cognition are characters of modeling event, characters of imitated entrepreneurs; Entrepreneurial cognition has two dimensions, one is entrepreneurial self-efficacy, the other is risk perception. Entrepreneurial motivation has three dimensions, they are need for achievement, need for independence, and need for security.After researching factors, we study the entrepreneurial decision-making mechanism model based on the Hi-tech Industrial Cluster. This model has two parts, one is cognitive model which discusses how modeling events affect entrepreneurs'entrepreneurial cognition, the other is decision-making model which discusses how entrepreneurial cognition and entrepreneurial motivation affect entrepreneurs'decision-making.The paper use empirical method and inspect four hypothesizes. The results show that H1 is right, that is, there is positive correlation between modeling event and entrepreneurial self-efficacy, negative correlation between modeling event and risk perception. H2 is right, that is, entrepreneurial education and entrepreneurial experience have influence on entrepreneurial self-efficacy. H3 is right, that is, there is positive correlation between entrepreneurial self-efficacy and entrepreneurial decision-making, negative correlation between risk perception and entrepreneurial decision-making. H4 is partly right, that is, there is positive correlation between need for achievement and decision-making, positive correlation between need for independence and decision-making, however, there is no positive correlation between need for security and decision-making. The reason why this hypothesis is not right is the limitation of investigative object which is Hi-tech enterprises. Including pharmaceutical enterprises, software and automotive parts. Economic conditions and the educational level of entrepreneurs who have Hi-tech enterprises are strong compared to the traditional enterprises. So the motivation is to pursue achievement, not to pursue security.The novelties of this paper line in: (1) According to Social Learning Theory, the paper brings forward the entrepreneurial decision-making mechanism model based on the Hi-tech Industrial Cluster. Modeling event has influence on entrepreneurial cognition of entrepreneurs, but at this time, entrepreneurs do not have entrepreneurial actions, entrepreneurs would have entrepreneurial actions induced by entrepreneurial motivation; (2) We have entrepreneurial cognition, entrepreneurial motivation of entrepreneurs as the analytic starting point, research the formation mechanism of Cluster from the perspective of micro-entrepreneurs; (3)We use qualitative and quantitative methods which verify the assumptions we put forward according to theoretical analysis.
