Property management is an infant industry from real estate industry. Since it opened as market economy, the property management, a combination of owner's self-governing, self-discipline and property management enterprise's specialization, has presented a series of characteristics such as socialization, specialization and marketization. In the future, the development of our country's property management will represent a megatrend of marketization, specialization, law-basis, brand and internationalization, area control intensification and correlation with exploitation of real estate. Along with the rapid development of real estate industry, the scale of property management will become larger and larger, and its huge social and economic benefits as well as its effects in controlling modern city and improving people's quality of life (QOL) will be put into full play. Although it is only more than 20 years since China's first property management enterprise was established in 1981, it has played a very important role in China's economic development, and made a great contribution to improve people's QOL and stablize the society. Along with the gradual deepening and widespread of property management, many problems appeared, and disputes in charging property services was one of them. If this problem can not be resolved timely and properly, it would affect and restrict the rapid and healthy development of property management, and cause more unstable factors in the society.This text, combining the practical situation of property management in Changchun City, gives an overview of property management's physical situation in Changchun and current measures of Changchun Municipal Government and other related departments on property management. It summarizes the countermeasures and suggestions for resolving disputes in charging property services in Changchun, through analyzing the cause of formation and practical situation of these disputes.In 1996, Changchun Municipal Government began to take administrative management in property management industry, and well settled the contradictions and disputes between property management enterprise and the owners as well as the government during operation. It preliminarily realized the supervision to establishment standard of property management enterprises and the residents'understanding of property management.Along with the widespread of property management in Changchun City, several problems and contradictions become more and more serious, such as unqualified services of property management enterprises, mismanagement of government and lack of residents'understanding in property management, all of which urgently require relevant adjustment and improvement of government in mode and direction of management.Main practical situations of disputes in charging property services in Changchun City: 1. Disputes caused by low property fee. 2. Disputes caused by unclear content of property services. 3. Disputes caused by different ideas of consumption. 4. Disputes caused by poor quality of houses and supporting facilities. 5. Disputes caused by non-standard charge of property management enterprises. 6. Disputes caused by illegal recourse for property fee of property management enterprise on the owners. 7. Disputes caused by dismiss and employment of property management enterprise by the owner or the owner's committee. 8. Disputes caused by the owner's compensation for economic losses as a result of property management enterprise's mistakes.Causes of these disputes, through analysis of practical situations: causes by property management enterprise: 1. Wrong self-positioning. 2. Unqualified professional troops in shortage of talents. 3. Unqualified services, unreasonable charges and nontransparent finance. Causes by the owner: 1. Poor understanding of property management. 2. It is hard to form good self-control mechanism. Causes by the government: 1. Defect in system of management. 2. Unqualified legal system. 3. Related units are unwilling to take up their duties. Other causes: 1. Problems left over by developers. 2. Immature community environment. 3. Hidden troubles in final-period management left over by unclear distinction of construction and management. 4. In some place, residents are unable to afford the property fee.By analyzing these causes, following countermeasures and suggestions are presented. Countermeasures: 1. Perfect legislation of property management to guarantee it develops in a healthy way. 2. Tighten up the standardization of property management industry. 3. Property management enterprise should correct its attitude towards owners and promote the quality of the staff. 4. Pay more attention to propaganda and direction to guide the owners to understand the property management correctly. 5. Well coordinate the relations with other departments in community. Suggestions: 1. Properly adjust the standard of charge in property management, and standardize various kinds of charges. 2. Perfect the coordination and management mechanism of property to settle the conflict of interest among departments in property management. 3. Invest in inner cities to carry out property management. 4. Do more to support property management industry.
