BPR theory is one of the most advanced academic theories, which mainly uses information technology to change the management mode of enterprises from the traditional functions to the process-centered through re-shaping the original business process. It can implement enterprises operating modes and the fundamental management changes, and ultimately improve the competitiveness of enterprises. As the management of state agencies, the government department should guide social development to the right direction. So putting BPR theory into the current business management can be advanced to the reform of public institutions, which has extraordinary significance of the guiding role.Based on the analysis of the taxes business processes, management status, organizations and other aspects, this article can achieve the tax collection process optimal state of the overall operation, output efficiency of the largest and lowest cost of the tax reform objectives, and implement the tax process reengineering. Around the tax workflow management system development by Anhui Taxation, we achieve the implementation of reengineering, tax business processes recycling, and implement the management of business processes, the professional of services revenue, the flatten of authorities management and the allocation of resources intensive, etc. Through reform, the realization of tax collection and management reform, organized by the vertical structure of the former tends to re-type organizational structure, limited human resources for the professional management and the rank and file collection, reduction the transmission of policy and the communication of time span, improve the implementation of policies and decisions of accuracy and efficiency.
