There are a variety of uncertain and complicated risks during the construction of urban subway project. Engineering insurance is the most effective and widely used measure of risk control in international engineering community. When the insurance companies are supposed to choose the insurance scheme for an urban subway project, the most important thing is to decide the insurance rate; however, the scale of insurance rate is dependent on the level of risk to some extent. This dissertation, by introducing the risk evaluation to the study on the decision for the engineering insurance rate, aims to provide some references for the determination of insurance rate for an urban subway project.Firstly,the paper analyzed the risk cost of insurance company systematically and illustrated the security and economy of urban subway insurance based on the supply-demand theory. Secondly, compared with the analyzing and evaluating methods both foreign and domestic, the risk matrix analysis method based on the Borda ordinal number was brought to improve the traditional AHP for the first step, which can made the analysis of the expert run from subjective to objective. Then the triangular fuzzy analytic method was introduced into the traditional AHP method for the second improvement. It adjusted the original risk matrix and was more suitable for the evaluation of engineering risk, which made it be qualified with more practicably and objectively instructive meaning for the decision of the insurance rate. Finally, based on the loss rate of historic subway projects or the indemnity rate of engineering insurance and with taking into account the instability coefficient in mathematical statistics of relevant data, the fundamental rate would be figured out according to where the projects locates and the vulnerability of the construction structure. What's more, the fundamental rate would be flexible according to specific engineering risk. At the same time, with the practical example of Tianjin Subway No.2 line project, it demonstrated the application of the improved AHP for urban project, and pointed out some relevant suggestions and opinions for engineering insurance practice.
