Rapid Biding under the mode of valuation with bill quantity is an organic system. According to this paper, it includes three parts, which are information bank system of construction, rapid biding system and bidding tactics.According to the management system reform of current construction cost and the characteristic of bill of quantities evaluation, the general frame of establishing information bank system of construction is put forward. The information bank system is generally composed of enterprise quota, manpower price information bank, information bank of construction material price, information bank of construction equipments price, information bank of lease price of mechanical equipments, information bank of documents about project price and information bank of project price exponent.Rapid biding system includes two parts, which are case based reasoning method and integrative unit price creation. This paper dissertated the step, principle, and function of case-based reasoning method, brought forward concept of standard case and setting method, fixed the characteristic facts, presented verdict matrix and the principle of coherence for the verdict, studied the calculating method for resemble degree and characteristic facts weightiness, analyzed the manner of case retrieve and case management. At last, based on the index smoothness model, the rapid integrative unit price-calculating model were build up after necessary technical disposal.Bidding price is a science and an art. This article uses the basic definition of tactics and skill further discusses bidding tactics, price decision and price craftsmanship by exoteric writing, simple calculation and detailed examples.
