Study On The Construction Cost Management Based On The Bill Quantity

This paper an analysis of the national and international developing process of the construction cost management, a comparison of national and international theories of the construction cost management and a discussion on the substitution for the traditional mode of norm valuation by the quantity inventory mode. Since the quantity inventory mode is a fully new valuation mode, and is also a big challenge to cost engineers, it is very urgent to study on its theory and applications. With a reference of the advanced international construction cost management mode, this paper presents a discussion on the construction cost management based on the quantity inventory of China.Based on the bill quantity , this paper firstly introduces the structure of construction cost, and identifies the objects and contents of the construction cost management in the construction stage, mainly including the contract price,contract price modification,construction claim and completion settlement. Then, describes the construction cost management in each stage. During the contract stage, analyzes the detailed process of the bidding system under the valuation mode of the quantity inventory, points out several measures for the improvement of the construction project quality including improving the inventory quality and paying more attention to auditing work and the bidder checkup of inventory; during the construction stage, analyzes the reasons causing the out of control of the construction project cost, and points out several related dynamic control measures; during the accounts settlement stage, analyzes the reasons causing the distortion of the settlement files of construction projects, and presents several suggestions for better control of this stage.After pointing out the measures of the construction cost management for each stage, this paper presents a discussion on the reform of the construction cost management, and several opinions of the reform come out as a result.
