| In order to meet the demands of socialist market economic system and integrate with the international practices and WTO rules as soon as possible,"Code of valuation with bill quantity of construction works"has been put in force throughout the whole country since it was promulgated on 17st, February, 2003. This paper systematically and deeply analyses the strategies of bidding and pricing decision for the contractors under the code of valuation with bill quantity.Consisting of two parts--- bidding decision and pricing decision, the bidding and pricing decision for the contractors under the code of valuation with bill quantity is to solve three problems---whether to bid, which to bid and which price to quote. Based on the summary of researches on the code of valuation with bill quantity and bidding and pricing decision, this paper deeply analyses and evaluates some present models of bidding and pricing decision-making. Analyzing the problems of the evaluation index system and the method-selecting in the present models, referring to some domestic and foreign researches, and through the Delphi Method, this paper firstly rebuilds the evaluation index system of the bidding and pricing decision to meet the demands of"Code of valuation with bill quantity of construction works", and then establishes a new bidding and pricing decision-making model through the Fuzzy-AHP Method.In this paper, the evaluation index system, which could be widely used to every kind of construction project, is made up of 5 sectors---the owner, the contractor, the project, the bidding situation and the market, which can be divided into 69 indexes. Through dynamically selecting the evaluation index system, the decision-makers of the contractor could rationally solve the problems such as whether to bid, which to bid and which price to quote, and then accomplish the bidding and pricing decision-making wok quickly and scientifically. |
