| China is a developing country, great populous, endless area and unbalance in developing, also is one of the countries with larger differences between nature geography and people resource, between developments of economy and society. It is the basic character in China that there is prominent difference between conditions in every area, and that there is unbalance development, which is also the objective base on which we make effective policies for the developments of our economy and society. It is both an important theoretic problem China must face in century 21 and an important inevitable practical problem that how to realize coordinated area growth under unbalanced conditions while in the whole construction of socialism market economy system. In the life of Chinese economy, the vigorous development of area economy and new problems therefore mostly occurred in mid80'scentury 20.About strategy of regional economy development in our country, we can divide into two phases. The first phase is the period of before reform and open; the second phase is the period of after reform and open. In the first phase we adopted balanced development strategy. This strategy made the whole nation economy quickly increase. In the second phase we adopted unbalanced development strategy, including phase of unbalanced gradient and phase of reform and open. In this phase, we can see two regions as good example. One is Yangtze River delta, the other is Pearl River delta. In the new century, after the east region economy growth at the fast rate, government used coordinate strategy. Some measures are used: the growth rate in the middle and west China should be promoted. Rapid progress in Shandong peninsula is exactly right under the background of unbalanced strategy of the whole country. How to make reasonable developing strategy of regional economy of Shandong peninsula is analyzed here, and then experience of Yangtze River delta and Pearl River delta is taken reference to testify economic development policy which should be chosen in the development of Shandong peninsula.In this essay we used method of completive analysis and positive analysis and criterion analysis to analyses unbalanced development strategy which Shandong peninsula adopted. And it also provide stability theory base for us to make unbalanced development strategy in Shandong peninsula. We reference the theory of balanced development and unbalanced development to provide principium suppose, which is Shandong peninsula should follow the model of unbalanced development strategy. |
