Study On Industry Development Form Balanced And Unbalanced Perspective

After the founding of the People's Republic of China, China implemented the unbalanced development strategy that the heavy industry was developed in advance for a long time. Because the heavy industry was given priority to develop, which occupied resources excessively , agriculture and light industry were limited to be developed, the original industry structure became more and more unbalanced. The measure aiming at correcting the maladjustment of interior proportional relationship was later taken to alleviate the exorbitance unbalance to a certain extent, but it was not quite enough to settle deep-seated contradiction initiated by industry unbalanced development. Today, with the arrival of industry structure strategical adjustment, attention is paid to the balanced development and unbalanced development as two different ways of industry adjustment.. Based on this background, we put up the theory and real examples to analyze the balanced development and unbalanced development, and then provide measures for Chinese industry development.First, we give the definition of balance and unbalance of industry and the balanced and unbalanced development of industry , then, we put forward two corresponding indexes of measuring: the static unbalanced index and the dynamic unbalanced index.Second, the industry unbalanced development's effects are analyzed. Because the industry unbalanced development has many kinds of positive effects, therefore the unbalanced development has the value of its own. However, everything has two sides, the industry unbalanced development also possibly causes some negative effects, such as the industrial fault, the economy glide-down and so on . In view of the negative aspects of the industry unbalanced development, the balanced development measures are proposed to prevent and overcome the negative aspects.Third, to the balanced and unbalanced development of industry, we analyze the necessity, carry on the theoretical explaination by the self-organization theory and turnpike theorem,and describe the concrete implementation route.Fourth,by the indexes above-mentioned, we measure the level of Chinese industry development.
