With people's increasing concern about food safety and widespread low temperature concept in our nation, low temperature distribution center is playing a more important role in modern logistics. This paper applies BPR (Business Process Reengineering) theory and HACCP (Hazard Analysis and Critical Control Point) safety control system, analyzes the process flow from the aspects of industry trait, value creation and critical success factors, recognizes critical process, determines purposes of design and critical control point for each process, and design advanced process. At last, some factors of evaluation are ranked basing on APH method. Besides that, this paper cites some cases in point home and abroad, provides the building of low temperature distribution center in our country with theoretical support.
