The Transportation Safety Evaluation Of Petroleum Import Trade In China

Accompany with the rapid developing of the national economy in China, the consumption of energy, especially the petroleum resources has been more and more. The guarantee of adequate and safe supply of the petroleum resources has a strategy meaning for the sustained and sound development of the national economy of China, while the transportation safety of the imports of petroleum resources is one of the key links which has a great inference to the petroleum resources import supply. Mainly, the imports of petroleum resources in China is from Middle-east and Africa, using marine transportation, the route is going through the Strait of Malacca which has a high frequent happening of pirate events, and the route is also going through lots of nations and districts which have poor stabilities of politics and military, all these cause lots of hidden security troubles to the petroleum transportation. Analysis and evaluate the safety of existing petroleum transportation routes, will provide suggestions for the efficient policies and measurements to raise safety for the petroleum transportation, it will also has a realistic meaning for the guarantee of petroleum imports supply for China.Through the analysis of the researches both at home and abroad and the basis of theories which is relative to the petroleum imports transportation, this paper gives a comprehensive definition of petroleum transportation safety, while according to the definition, analysis the factors which have inference to the petroleum transportation security, as well as according to the setting up principles of the indicator system, at last set up the indicator system of petroleum transportation safety in China. The indicator system is composed of four aspects, which is petroleum goods safety, conveyance and equipments safety, transportation routes safety and the abilities to measure emergency. By the collection and analysis of the data of petroleum imports in China during the years of 1988-2005, this paper summarize five main transportation routes, that is Middle-east-China route, west Africa-China route, south America-China route, Russia-China route and Kazakhstan-China route. Using the five routes as evaluate targets, applying AHP and FCE methods to evaluate the transportation safety and get the results, and analysis the results.For the transportation safety of petroleum imports in China involves lots of nations and districts, and for the purpose of reinforcing the transportation safety, this paper propose measurements form the angle of regional transportation cooperation. On the ground of transportation safety evaluating, analysis and research from the China-Middle-east regional transportation cooperation, west China-Africa regional transportation cooperation, China-south America regional transportation cooperation, China-Russia regional transportation cooperation and China-Kazakhstan regional transportation cooperation.
