| The comprehensive competition strength of modern enterprises focuses on the level of enterprises management and manpower exploration & utilization. Under the situation of electric industry reform's deepening and power plants and grids'separately operating, the restructuring of electric power scientific research institutions becomes imperative. The institutions now are facing with some important problems, such as: how to utilize the advanced management methods, how to fully arouse staff's enthusiasm and creativity, how to transform talents advantages into the human resources advantages, how to enhance the enterprises'core competence, how to innovate in management and technology, and how to evade ventures and grasp opportunities in order to guarantee the enterprises'persistent existence and healthy development.The performance management is one of the kind of management methods. Through the continuously open communicating course and the closed loop procedure including four stages: plan, implement and coach, appraise, and feedback. It makes staffs'personal goals organically combine with enterprise's strategic objective, fully gives play to the role of various kinds of encouragement, continuously helps the staff improve the work performance, and finally result in the promotion of enterprise's whole performance level and the development of staff's ability.On the bases of studying and summarizing, with discussion of performance management theories, comparing the status of domestic and abroad electric power scientific research institutions, this article put emphasis upon analyzing the performance management system of the human resources management upgrading project of Henan Electric Power Research Institute. Then the author proposes own viewpoint of practical application procedure.By constructing effective performance management system, the author makes the management theory and practice studied combine together organically. At the same time, it is earnestly hoped that give some useful reference information to the study of scientific research institution system innovation. |
