Since China became a member of WTO, enterprises of China have to face more and more drastic competitions from the markets of internal and international. This kind of competition has more aspects and more levels, but all these represent on competitions of person with ability concentrated. Especially, the competitions between the excellent occupational managers are more prominent. This article's background is the reform of enterprises, and the research objects are occupational managers in the main enterprises of Shandong Province. It analyses the meaning and the problem of the growth of Shandong's occupational managers deeply and externally. It also studies of the system of Shandong's occupational managers'growth, and give us the countermeasure to promote the growth of occupational managers. The first chapter is exordium, it expatiates on the background, questions, motivations,aims, methods, instruments,and the basic contents of the research. The second chapter expatiates on the connotations, characteristics, basic diathesis, and capabilities of occupational mangers. The third chapter analyses the actuality, the questions of requirement and the causes of the questions. The forth chapter analyses how to bring up the Shandong's occupational managers from the strategic angle. Aim at the existed questions, it brings forward a advice to build up and strengthen the growth system of the procession of Shandong's occupational managers from bringing up, selecting, using, inspiriting, supervising, restricting, and so on. The fifth chapter brings forward countermeasures and measures for building up the procession of Shandong's occupational managers. The sixth chapter educes the conclusion ,sums up the contribution and the apocalypse of the research, gives the advice for the research in the future.
