After more than 20-year reform and opening development, the light industry in Wenzhou has formed a quite abundant industrial foundation. It once occupied dominant position in Wenzhou industry economy as an essential power for driving the development of Wenzhou economy. Wenzhou municipal government places great expectation on the light industry and put forward the strategy "to establish international light industry city" and firstly took the light industry as the key point of the city development strategy. But for the slow steps of industrial structure adjustment and promotion, restriction of land resources, gradual comedown of traditional low cost advantage, now the development of Wenzhou light industry has been into ebb period with weak growth and insufficient stamina. Its share in the total industrial economy declines continuously. Not booming light industry development seriously affected the economy in Wenzhou. In recent years, the growth speed of scale-above industrial economy in Wenzhou is ranked in the end in Zhejiang Province all along. As a whole the competitive advantages of Wenzhou light industry are weakening gradually. According to the influence factors of industrial competitiveness, it is the production elements that seriously restrict the adjustment of industry structure and industrial promotion. In the land resources aspect, for its less total amount and central government tightening land policies, the land supply in Wenzhou is seriously inadequate and its price soars rapidly. In the capital aspect, for its not quite smooth circulation channel and not enough industry capital in recent years, the industrial investment in Wenzhou keeps at a low level, which largely affected the industry development. In the human resources aspect, for its not high quality and unreasonable structure, it can't adapt to the needs of light industry development. In the infrastructure aspect, without deep-water harbor, high-speed railroad and international airport, the production and exchange cost increases consumedly. These production elements have been the main bottleneck of sustainable development and competitiveness promotion of Wenzhou light industry. In 1990, refining complicated data and documents Professor Michael Barter from Harvard University put forward "Diamond Model". The model summarized six factors deciding a country's industry international competitiveness: elements conditions, needs conditions, related and auxiliary industry, enterprise strategy, structure and competitors, government and opportunity.
