Since the mid and late 20th century, the growing competitiveness of the regional economy has benefited from the development of local industrial clusters. Industry cluster has become the hot issues of common concern among academic and government departments. The face of increasingly fierce competition in the global markets, it is urgent to be resolved that how to improve the competitive of clusters to address regional economic development especially in underdeveloped areas. Therefore, a study on cluster competitiveness will be the theoretical basis of guiding the regional economic development. It is practical feasibility.The main purpose of this paper is to use the theories of Regional Economics, Industry Economics, Enterprise Management, Institutional Economics, Social Economics and Systems Science, and use the method of combining theory and case studies to reveals the formation mechanism of competitiveness of the industrial cluster and then establish the operational evaluation system used in the evaluation of clusters existed. Qualitative analysis of survey results will be combined to provide more viable proposal for the development of local industry.The main work includes the following aspects. Firstly, several sources of cluster competitiveness are summarized including the ability of innovate, industrial organization, social capital and the ability to integrate network resources. From the perspective of a dynamic system, model of the mechanism driving the competitiveness of industrial clusters is established including personnel flow, technology flow, capital flow, market flow and information flow. Then, an evaluation system was created. It is three sub-systems including nodes, structure and environment of 32 indicators. Thirdly, the methods and steps to evaluate the competitiveness of the cluster using gray hierarchy analysis are given. Finally, the software and the automobile cluster represented by the case study of Xi'an, found that the competitiveness of the software cluster from its ability to innovate and external economic, and the crux of the problem lies in the automobile cluster is its innovative system is not perfect. Six policy recommendations for the clusters in Xi'an are given.
