Study Of Establishing The System Of Participating In The Management Of The Medium And Small Type Water Conservancy Facilities For The Peasant

The existing main problems in managing the medium and small type rural water conservancy facilities in our country now and the reasons of resulting these problems were analyzed. The significance of solving these problems was stated. Based on the development trend of the power distribution, consultation and the decision and management of participating in the public affairs and the relevant domestic and oversea theory and practice, by taking reservoirs and irrigation engineering as the example which are the most important water conservancy facilities in rural area the system of participating in the management of these facilities for the peasant was proved to be a good effect practice. So the system which is made up from the water user society was suggested to improve the management of the medium and small type rural water conservancy facilities. It is a democratic management system for the peasant participation. It was also analyzed. At last, the basic principles, basic method of the management system reform of the medium and small type water conservancy facilities and the suggestion of promoting the medium and small type rural water conservancy facilities were put forward.
