The Reformation Research Of China Radio Management

Radio frequency is not only one of limited common resources, but also an important strategic foundational national resource. The characteristic of radio frequency is limit, recycle, easy to be interference, and spread out with fixed mode, therefore, the central management of radio frequency is very necessary. With the rapid development of radio technology and business, we are encountering a big challenge with management of radio. There is a present situation of a bigger conflict with the utilization of radio frequency, and more complex environment of radio, it is an urgent subject for the radio management team that how to improve plan, exploit, adjustment and utilization of radio frequency by improving radio management level, which would lead to development of radio business and security of national frequency. The article describes the exiting problems with radio management in China through analysis of radio frequency characteristic, special requirement in radio management as well as comparison between western countries and China.Part 1:Introduce the characteristic and application of radio frequency, point out the necessity and specialty of radio management; review the history of radio management in China, analysis present business, management system, technical facilities and structure of organization.Part 2:Introduce the radio management in developed countries and HK/Taiwan region, compare with Chinese system in structure, facilities and resource.Part 3:Analysis extensively the outstanding problems in radio management in China in terms of Authorization, management system, philosophy of management, organization structure, facilities and etc., check the necessity of problem solving.Part 4:After analysis and comparison, come up with the proposals of upgrading our radio management through following five actions: optimization of law and regulation, restructure of management system, renew of management concept and skill, development of qualification of management team and improvement of construction of facilities.
