The specific problem of X transport company is scheduling management, because scheduling management is a key point in the management of transportation, it will directly affect benefic and image of company. So ITS scheduling system is used as a complementarity for the scheduling management of X transport company. though ITS scheduling system can provide real-time supervise and data collection for vehicles, Scheduling management will go with experience and handwork administer mode, because ITS scheduling system couldn't be effectively execute for several reasons.L-ERP is used to realize vehicle static scheduling in scheduling department, to find and solve initial problems in ITS scheduling system, then present vehicle dynamic scheduling by adding some new functions in ITS scheduling system, and to reach a complete and perfect vehicle scheduling management.)This paper also put forward the emergency management plans according to specific circumstances of X Transport company, different situations have different management planes so as to reduce the reaction time of scheduling. And aiming at its lines in operation of of X transport company, author designs emergency succor sites using method of choosing Center of gravity to properly solve scheduling problems in time. Put the L-ERP in practice, X transport company will be capable to standardize its enterprise operations, optimize the allocation of resources, increase its work efficiency etc, so that so that they could respond more rapidly to the changing in transport industy.
