A Study On FuZhou Customs' Risk Management System The Status Quo, Problems And Solutions

As the second step toward the establishment of modern management system for Chinese customs, customs risk management just starts to be carried out not long time ago. Since it is a brand-new practice in the field, there must be problems and need solutions concerned. Customs risk management was put into operation about 2 years ago, Fu Zhou Customs District, as one of the pioneers and under direct control of China Customs, has not only accumulated some experience but also emerged some explicit and implicit problems worthy of studying.This paper consists of 5 parts. First, research background and significance; second, basic concepts or principles of risk management; third, definitions, theories and research achievements of customs risk management, and evolvement process of customs risk management in China, as well comparative analysis on foreign and domestic customs risk management. The fourth and fifth parts are the key elements of the paper, including survey on customs risk management experiments in Fu Zhou Customs District and problem-solution analysis on the experiments. The author applied risk management principles and customs risk management theories to probe into problems in the present customs risk management practices in our country, taking Fu Zhou Customs District as the sample, using first-hand data collected through questionnaires and field surveys, based on the personal working experience in the field. According to the data collected and models established, the paper analyzed risk management organizational structures, risk management awareness, risk management platform construction, risk management career development training, risk management service satisfaction, risk management human resources allocation, risk data management, risk management appraisal and risk information management of Fu Zhou Customs.
