In order to meet the requirements of the socialist market economy, China promulgated and implemented in a nationwide approach to the Bill of Quantities officially on February 17, 2003. However, as China's special national conditions, a number of issues emerged in the process of the implementation of bills of quantities. In this paper, " Code of valuation with bill quantity of construction works " as the background, a more systematic and in-depth study of China's current B.O.Q pricing model and bidding and pricing issues.This paper systematically reviewed the development of China's status of the Bill of Quantities, thinking that China is now at a transitional phase which the fixed pricing model from the traditional to the Bill of Quantities. Through the introduction of the reasonable low predictive value to transform B.O.Q ,a new pricing models was constructed which adapted the current transitional phase. Based on a systematic and in-depth literature study on the code of valuation with bill of quantities , bidding and pricing decision-making theory and the existing bidding and pricing decision-making model, introducted the concept of mark-up to the transformed B.O.Q pricing model, and constructed a model to predict the mark-up based on the principal component analysis and BP neural network improved by GA .In this paper, in order to make the process of demonstrate argumentation clear, the establishment of indicator system used a method which combined qualitative methods with quantitative methods, qualitative indicators to quantify as far as possible, and demonstrated the model and indicators system through examples. Many mathematical methods were used in the course of argumentation ,such as the game theory, principal component analysis, genetic algorithms, neural networks, and so on. Intended to be able to provide a workable ideas and methods for the bidding and pricing under the implementation of the B.O.Q in the current transitional phase.
