Study On The Bidding And The Methods Of Commenting On Bidding Under The Mode Of Valuation With BOQ Of Construction Projects

Along with the Chinese architecture industry management organizational reform unceasing deepening, the practice of the law of bidding is deepened and the law enforcement scope expands unceasingly. Some deep level contradictions and questions gradually are revealed on the management of construction market in our country, like the revelation sign bottom, the irrational valuation method and so on. After joining the WTO, China architecture industry also faces many new challenges. That the domestic construction enterprise enters international items bidding effectively is decided whether he is skilled in the international general bid pattern. From July in 2003, our country architecture industry officially carried out the valuation mode of BOQ, which reforms the original pattern of quota. BOQ is one kind of valuation pattern that is carried out generally in the market economical countries.On the foundation of absorbing the domestic and foreign research achievements, this paper systematically studies the theory and the practice of bidding in the domestic construction market. On the utilization of the comparison, the induction, the model as well as the real diagnosis research technique, we attempt to find a new objective method in bidding commenting. Through analysis of the present main commenting methods — Comprehensive appraisal and Lowest price appraisal, " Comprehensive evaluating of PPC model based on RAGA " is proposed, that turns multi dimension data into low dimension space. So the optimum projection direction can stand for the best influence to the collectivity. Thus, the value of projection function can evaluate each item good or not. The PPC model can avoid jamming of weight matrix in the method of usual judgments.
