County (CITY) Scientific And Technological Progress And Scientific And Technological Work Features Trend Analysis

With the change of international situation and the implantation of the strategy of"Vitalizing the Country with the Help of Science and Education", Chinese government has made tremendous adjustment to the national developmental strategy, and put top priority on improving technological innovative ability, economic power, and national competitiveness. The local government gradually realizes the significance of science, technology and education on the development of local economy and social development. Therefore, it put more emphasis on the work of"Vitalizing the city/county with the Help of Science and Education", deliberately alters the ideas on developing local economy and social development, and facilitates local economy and social development by means of scientific and technological advancement. To meet the new requirement and better suit the new situation in the work of"Vitalizing the city/county with the Help of Science and Education", and improve the efficiency of the work, the State Ministry of Science and Technology began to launch the work of"Scientific and Technological Advancement Assessment at the Level of City, District and County"nationwide from 2001.This paper, With the Ministry of Science and Technology's projects "national city, county, district technology assessment indicators and data to monitor progress of the analysis", study and design the second national cities, counties, and districts of scientific and technological progress assessment indicators system, and completion of the second part of the collection of assessment data analysis.First outlined in the new era city (county) technology work status and role of a clear national city, county, district assessment of progress in science and technology objectives, targets and contents on the basis of the design of a national city, county, district technology advances examination indices, and on the various indicators specific meaning.The comprehensive application designed indices, the Ministry of Science and Technology in 2003 organized the second national city, county, district assessment of scientific and technological progress.
