With the rapid development of Scientific and Technological progress, whose effect on economic growth has become more and more obvious. The history of the world economy development has proved that Scientific and Technological progress will promote the rapid growth of society and economy when Scientific and Technological progress and economic development enter a virtuous circle time, and vice versa. Therefore, it has important practical significance to study deeply into the relationship between Scientific and Technological progress and economic growth, to understand and evaluate the effect of Scientific and Technological progress on economic growth and to conduct quantitative research. The dissertation will carry on the theoretical analysis and empirical research about the effect of Scientific and Technological progress on China's economic growth by using stochastic frontier model, so as to strive to expand research methods and means of this field in theory, and provide a theoretically gist for improvement of Scientific and Technological progress in China.This paper analyzes the effect of Scientific and Technological progress on economic growth from the theoretical analysis and empirical research. First of all, from a theoretical point of view, this paper research on the definition of the concept of Scientific and Technological progress and mechanism of Scientific and Technological progress. The Scientific and Technological progress covers scientific process and technological progress, but it combines with actual industrial economics to play a role, mainly reflects as technological progress. This paper mainly studies the technological progress in a broad sense. Secondly, from the empirical point of view, this paper studies the effect of scientific and technology on economic growth during 2000 and 2007 by using the stochastic frontier model of C-D production function, and measures out contribution rate of the Scientific and Technological progress on China's economic growth. The results show that: (1) the estimation results of the stochastic frontier model shows that there are diseconomies of scale in China. (2) the average contribution rate of China's Scientific and Technological progress on economic growth 53.5% during 2001 and 2007. In the eastern region, the average contribution rate of scientific and technological progress is bigger than in the Central region and the Western region, the average contribution rate of Scientific and Technological progress of western region is the smallest, indicating Scientific and Technological progress is the main factor of China's economic growth, however, the contribution rate of Scientific and Technological progress shows the trend of decline totally and there are regional differences. Finally, based on the theoretical analysis and empirical research, according to the fact of economic development of china, the dissertation give the politic suggestion to promote the effects of Scientific and Technological progress on China's economic growth.
