In Liaoning province, counties and districts cover more than 90% territory of administrative district and accommodate more than 75% of the population;Local input in science and technology account for 56% of total amount, economic development of county district occupies the important status in Liaoning province, thus, to know the situation of county district scientific and technological progress has great meaning to regional economic development of Liaoning province. The purpose of this appraisal on scientific and technological progress of Liaoning province counties is to cater to the strategy of rejuvenating nation through science and technology, to respond the policy of revitalizing the Northeast old industrial base, to put forward stratagem for scientific and technological progress and economic development of Liaoning province.This paper has carried out a comprehensive appraisal on the situation of scientific and technological progress of counties, using the quantitative method to calculate and arrange the efficiency of every input-output district system in Liaoning province to have an intuitional understanding to scientific and technical research of counties of Liaoning province. This paper uses the methods of DEA and the cluster analysis to appraise on the scientific and technological progress of counties of Liaoning province. The DEA method is different from the traditional methods such as Solow and the Douglas production function approach from preventing the shortcomings of difficulty to ensure the elasticity, and is suitable to appraise a system with many input and output terms. The import of DEA is also the innovation of this paper. Using theappraisal methods above-mentioned and Matlab software, we can get the relative efficiency of the input-output system of scientific and technological progress and classify every kind of districts. From the data, it is the main defect that the problems such as the discrepancy of each district and deficiency of scientific and technological progress are the main obstacles of economic development. According to the problems during the course of appraising on scientific and technological progress of districts of Liaoning province, the paper points out the suggestions to accelerate the scientific and technological progress of whole province evenly and fleetly as follows: The mode of production should transfer from traditional mode to intensive mode. Insisting on the own ability of scientific research, boosting up the import of the scientific and technical achievement. Accelerating the communication and cooperation among districts to decrease the disparity in Liaoning province to speedup the market-oriental pace of scientific and technical achievement.
