Hunan Layers Economic Development Model And Strategic Positioning

This paper proposes a layers theory of regional economic development strategy from the perspective of industrial cluster and diffusion by making using of The New Economic Geography and the model of Gravitational theory. It explores the form mechanism of economic layers and the mechanism of economic layers development and puts forward the strategy orientation of economic development and the strategy brainchild of"economic layers development"implement. On one hand, as a small layer in the big layer of the whole country, Hunan province should actively participate in the Yangtze River Delta economic layer and Pearl River Delta economic layer and implement industries orientation bases on the comprehensive advantage to avoid the same tendency of industries structure and reconstruction among regions and achieves economic layers development among regions; On the other hand, as a big layer, Hunan province is dividend into three levels of small layers according to its own geography condition, history, culture and so on. It is the cities that is the core of every level of layer and makes sure the industries that have the comprehensive advantages of every city. By dividing the work and cooperation among three levels of layers and in every level of layer, we can make use of the scale effect exerted by industry clusters and the diffusion and industries transferring to achieve industries upgrade in the layer of Hunan province.
