Relying on Hong Kong, Taiwan and international market and benefited from the Reform and Opening-up Policy, Guangdong became the first export-oriented economy, and led the speed and level of China’s development. However, with the rising cost of raw material and labor, the shrinking of land space, and the attacking of global financial crisis, the comparative advantage of labor-intensive industry is being weakened, and that of low-valued and high-energy-consuming industry is being undermined. Pearl River Delta (PRD), which was once the most active economy, now is facing its bottleneck. As well, the development of Eastern, Western and Northern Guangdong (EWN) is obviously behind the Pearl River Delta, where the Northern part is below the average level of the whole country. The huger the gap among different regions, the more serious the unbalanced problems Guangdong face. Therefore, in order to promote the industry upgrading in PRD, the economic growth in EWN and the balanced development all around Guangdong, the government proposed a series of policies and measures like "Doubled-sided Transfer". Through the research on Guangdong’s industry transfer, not only can we put forward some theoretical basis for the "Double-sided Transfer" practice, can also refer to the work of nationwide industry transfer.Firstly, this paper introduced the development of Guangdong’s economy and manufacturing industry, and analyzed the agglomeration and diffusion trend and regional specialization level of Guangdong’s manufacturing industry. According to the analysis, as the specialization level of PRD had been gradually increasing, that of EWN had been falling down in certain degree. Then, employing the proportion data (k industry’s production value of i region accounted for that of total production value), this paper outlined the specific path of manufacturing industry in Guangdong.Secondly, combining the comparative advantage theory, the new economic geography theory and economic policy theory, selecting a total of126panel data from21cities in Guangdong from2005to2010, taking advantage of empirical test by econometrics method, this paper deeply analyzed the impetus factors and its influence mechanism on the process of manufacturing industry transfer from PRD to EWN. The results of empirical test were:(1) the capital stock had a significant effect on the proportion of manufacturing industry;(2) influence of labor stock on the choice of manufacturing industry was not notable;(3) wage level had relevant reverse effect on agglomeration of manufacturing industry;(4) referring to the input-output relevancy, there was a very distinguished positive effect on manufacturing industry to transfer in;(5) in some degree, the overseas market had reverse influence on agglomeration of manufacturing industry;(6) there was no significant correlation between transportation conditions and the transfer of manufacturing industry;(7) the negative correlation between government spending and agglomeration of manufacturing industry was not so conspicuous. Finally, from the aspects of transferring and transferred regions, enterprises and employees, this paper analyzed in-depth on the practical problems during the conduction of "Double-sided Transfer", and found the obstacles in the process of industrial transfer. And then combining with the seven causes of the industrial transfer above, the last part of this paper promoted several political suggestions. Including:(1) to improve the capital stock, and expand economic scale;(2) to complete infrastructure construction, and define the aim of industrial park;(3) to strengthen the introduction and training of professional and technical personnel.
