State Council promulgated tobacco monopolistic rule in 1983 which was a signal setting up tobacco monopolistic system in China. From 1983 to now, tobacco trade have been carrying out monopolistic system seriously. On one hand, tobacco trade fully put out use monopolistic system to hit fake tobacco for purifying tobacco market, on the other hand, tobacco trade pay attention to production and running, supplying high quality tobacco to consumer, offering financial supply to country. Under everyone's effort in tobacco trade, tax and profit have been increased 24.6 times from 97.6 hundred million in 1982 to 2400 hundred million in 2005.Now, our country tobacco trade is faced with three pressures. First pressure is market competition, the second is system reform, the third is public opinion to restrict tobacco consume. Directing pressures, tobacco trade have operated some reforms, in regard to tobacco company, such as Siping tobacco company, it is main running body in market, ought to focalizing selling net, and the nucleus of selling net is stressing take care of client managers. In tobacco commercial enterprises, client managers belong to client managers department, they provide policy information and product information to selling businessmen, and provide marketing information to tobacco commercial enterprises. They are bridges and ties in linking company and clients. Improving client managers'performance will make beneficial to both company and client, which is emphasis of tobacco commercial enterprise. After studied performance appraisal system of client managers in Siping tobacco company, author found out some questions in performance appraisal system, including knowing question, norm establishing question, operating question, the reasons include of system of organization, notion, rules, quality.
