In terms of basic theory of public goods, this paper analyzes the role which rural public goods plays in socio-economic development, the conclusion is that effective supply of rural public goods will have a significant positive impact on promoting agricultural production\farmers income level\ living standards \ domestic individual consumption\rural consumption market and the consumption structure. Comparing the difference between models in rural China which whether belongs to pre-household-contract-responsibility system or not, and the difference of supplying models, we should draw experiences and lessons from the past, learn from other countries'successful experience, and find a really suitable supplying model complying with Chinese national conditions in rural areas. Analyzing government-dominated\market-oriented and joint supply-side model of the public goods supplying from the perspective of value-compensation, this paper points out that market supply model of public goods lack of adequate incentives because of non-competitive and non-exclusiveness, so value compensation for main mode of supply should be taken out according to certain circumstance; meanwhile, each supply model has a certain scope of application, it should be selected according to specific circumstances. Dynamic anlysis discovers that the nature of public goods and the value compensation is not static, following scientific and technological progress\economic development \ social systems of choice and the income gap between the people, it will also changes. It has been advocated the diversified modes of public goods supplying in rural areas, and should take out dynamic model of public goods supplying.
