After decades of development, Rural Credit Cooperatives (RCC) have formed an essential part of the finance system in China, which have made significant contribution in national economy growth, especially in rural areas. However, we have also seen some problems in the RCC system that demand prompt solution. The reform and innovation of the RCC System are strategically important in Anhui province where agriculture has long been the basis of its economic development. The paper aims to further probe into the problems in RCC's development in Anhui, discuss about how to take advantage of the financing schemes and assistance policies offered by central government, and explore the appropriate and effective solution in the reform of RCC catering for the specific environment in Anhui.The paper consists of four parts. Part I is an introduction of the author's intension and purpose in writing the paper. Part II contains literature review of the historical research on RCC and analyses on the development of the rural cooperative finance abroad as a reference for China's reform of RCC. Part III contains empirical analyses on various problems in the RCC system in Anhui province. Suggestions were made in Part IV covering four aspects, i.e., optimisation of corporate governance, establishment of supervision mechanism, innovation of business mode and improvement of outside environment.
