Research On The Agent System Model Of Freeway Project

It was 1993 that China first implement the revolution of management system of government investment project in Xiamen, Shenzhen, Beijing, Shanghai, Ningbo and so on. Putting agent system(AS) in practice is good for the institutionalization of government behavior, the reduction of corruption and rent-seeking, the raise of investment benefit and the enhance of market competetion. AS is a new explore, so that there must be a short of its theory and experience. And besides, there is no common understanding of AS, which leads to the different models in different places. Therefore, in the course of the spread of AS, which model should be chosen is an urgent problem to be solvd.In this paper, there is a complete summary of AS models of the developed countries and the pilot provinces and cities of China. And comparisons of different models from commision main bodies and commision relations are completed. Based on this, with the result of quantity analysis a questionnaire- "Questionnaire of AS Model of Freeway Project of Henan Province" is designed. The valid questionnaire recovered was statisticed by SPSS11.5. Through the depict statistic, a model which fits Henan Province is designed. It is a good example and instruction. At the same time, in this paper supervisor system, investment system and fnancing system are researched. In addition, a game model between project owners and freeway constructors is established. The conclusion is: the higher the cost of supervise is, the lower the rent-seeking rate is; the stronger the supervise is and the heavy the punishment is , the lower the rent-seeking rate is. Therfore, supervise must be enhanced and rent-seeking behavior must be pubished strictly. With the study of present investment system and fnancing system of Henan Province, in order to make the market deploy resources efficiently, advance the transfer from save to investment and accelerate the economices increase, Henan Province must deepen the economical system revolution according to requirement of socialism market economy system.
