The use of operations research in economic management has a profound practical background and broad prospect. Simply the most fundamental of operations research is the optimal allocation of resources, and the fundamental point of economics is in the optimum allocation of resources and effective use of limited resources. It has a great practical significance that are operations research methods used in economic management, practical problems boiling down to a mathematical problem, and through mathematical model of the economy to solve the optimization problem .In this thesis, first we consider the problems of scheduling jobs with discretely controllable processing times , our objective is to minmize the makespan plus the total processing cost. Then we apply regression analysis to the soil moisture content determination, which makes the method for the determination of soil moisture content be simpler. It comprises the following two chapters:In part 1, we devoted to schedule jobs with discretely controllable processing times, our objective is to minmize the makespan plus the total processing cost. For the job with arbitrary job arrivals, we provide two FPTAS algorithms .In part 2, we consider the formula of the relationship among the mounty of the soil moisture and others factors is present by using regression analysis. The experiment show that it can be easily used in practice.
