A Brief Study On National Health Insurance In Taiwan And Its Significance To China's Medical Insurance

This paper focuses on the National Healthcare Insurance in Taiwan. Since the National Healthcare Insurance was implemented on March, 1995, it was welcomed by most of the Taiwanese, and it solved medical problems of most people, it has great reputation all over the world as well. The implementation of this institution made great contribution to the whole social security system in Taiwan, which covered most of people into the protection of this system. And the National Healthcare Insurance has great value in the construction of our national medical insurance system. By an overall analysis of the legislative background, main contents, consequences and problems of the National Healthcare Insurance in Taiwan, this paper aims to learning something from this system in order to construct the mainland's medical insurance system. At the same time, it also introduces the medical insurance system of Canada and Japan so as to find a suitable way for the development of our own medical system by the difference analysis of the three: Taiwan, Canada and Japan.Chapter 1 mainly introduces the reason why this topic was chosen, the comprehensive introduce of all documents both in and out of China, the research methods, and the innovation and shortness of this paper.Chapter 2 mainly introduces some concerning social welfare theories, for instance, Neo-classical economics, the Keynes and Maxis'welfare theories so as to get a better understanding of the welfare background in Taiwan.Chapter 3 started introducing the National Healthcare Insurance. Firstly, the general principles of the making of the social policies were put forward, then the chronological process of the welfare legislation, and the general framework of the social welfare system in Taiwan. Secondly, the National Healthcare Insurance was introduced in details, including the legislative background, contents, and welfare effects. Then the National Healthcare Insurance was compared with the traditional medical system, which helped to yield the future developing way of the National Healthcare Insurance.Chapter 4 mainly introduces the medical insurance system in Canada and Japan, and makes a simple review of the medical revolution of them to lay a good foundation for the comparison analysis in the next chapter.Chapter 5 mainly introduces the medical insurance system in the mainland of China. Firstly, two kinds of traditional Chinese medical system was told, which called"gongfei medical system"and"laobao medical system"; Then, an analysis was made to lay out the problems of the constitution of the current system, and through the comparison analysis of Taiwan, Japan and Canada, valuable experiences were get. Finally, the paper proposes some suggestions for the future developing way of the medical insurance in the mainland China.
