With the gradual reform of expressway administrative system in China, the trend that the construction and operation of expressways is regulated by the market forces becomes inevitable. Recent years, several expressways have been transferred from the expressway administrative management to the corporate management in Shandong province. As an expressway managerial company, Shandong Expressway Group (SEG) has to minimize the illegal traffic without payment by all means because the toll charges is the primary income of the company. For evolved from an administration institution, SEG has some born weaknesses, such as employee motivation policy. The existing employee motivation policy is excessively simple and ineffective, without fully taking advantage of the enterprise resources, and result in the low morale and low productivity of the toll staff. Therefore, it is a significant topic for the company to find how to motivate the toll staff, stimulates their work enthusiasm and the sense of responsibility.This article indicates and analyzes the weaknesses of the company's present motivation policy on toll staff as follows:1. The slow rise of wages of toll staff;2. The poor work of performance evaluation on toll staff;3. The lack of welfare motivation;4. The insufficient inspiriting measures from the management.This article researches the needs and expectation of the toll staff by questionnaire survey, and analyzes the resources the company may provide at present. This article considers that the needs and expectation is unified among the toll staff, and the resources the company never took full advantage of fit to the needs of the toll staff. This article proposes the improvement measures as follows:1. To build an effective performance management system and a characteristic salary system;2. To emphasize inspiriting, and establish institutional motivation policy;3. To Enhance career training;4. To design welfare plans corresponding to the performance.The reasonable motivation policy is depending on the development period and operation environment of the company. under certain internal and external environment product. When the company internal and external environment changes, the policy also must be adjusted and take full advantage of company's resources to maintain its vitality.
